Before starting you should have those programs "CS GUI Maker" and "CS1.6 Background Maker" you can have them from here

Install the programs and follow the steps :
1 - open "CS1.6 Background Maker" , this is the main window in it
http://files.gamebanana.com/img/ss/tools/4788a.jpg2 - click on "Load Picture" and choose the pic you want ( it should be a high resolution one )
3 - If you liked it click on "Make Cs Background" then click on "Run Cs" to try it
after choosing the background pic , you need to create a GUI that looks cool with it
4 - open "CS GUI Maker" , this is the main window in it
http://files.gamebanana.com/img/ss/tools/4794a.jpg5 - from "color label" choose the part you want to change its color then click on the color box and choose the color you like
***If you didn't like the color you picked up , click on "D" next to the color box to reset the default color
6 - Edit the transparency using the slider on the right upper corner
7 - After you finish recoloring your GUI you can change the Background music or save the GUI by clicking on "Save Cs Scheme"
***You might not make a perfect GUI from the first time so take your time deciding what colors and transparency you will use .
