so, i can not play coz game needs to be updated ?¿¿? wth
obvs i clicked on message link and did everything: clean download cache, verify game files, restart pc, reinstall steam (really?)........
if anybody has the same error, or knows how to fix this

I was facing that same issue about a week ago, I tried everything but it did not get fixed.
Just reinstall the game, it will be fixed.

i just did (before reading ur reply) and now i can not download it.... it comes same error msg :(
edited: i think CS is installed (in few secs?¿), but when i press on PLAY, again the same error
just emailed steam support, so now wait for the answer. i will share here their reply, after it helps me

It worked! the first one worked for me, try that @Burzum, and thanks @Frank 8)
Also, just remove the new Steam BETA I think it caused the problem since it's not official yet.

i have the same issue too.
so far i've tried deleting appmanifest, verifying game files, repairing library, disabling steam beta. changing pcs date, rebooting, running chkdsk.
nothing seemed to help.
i deleted 1.6 and when i try to download again it gives me same error (content still encrypted), cant even start download.

Well i had the same issue a few days ago, i just went to "gestionnaire de taches" (in french) and I restarted the cs1.6. And it launched directly, sorry idk how to explain it in english but I'll soon, promised :)
And i don't advice to uninstall the game then install it again. Bcs u might not be able to install it again. Tomorrow I'll explain what I did to make it working (It taked only 3 minutes..)

somehow managed to fix it but now all my games appear as uninstalled while they're still in the steamapps folder. cheers valve.

I was having the same issue too but got a 6-7 mb update for cs 1.6 which fixed it ::)

Yeah I had this also but to make cs working it needed also to relaunch steam..

same happened to me, no games on library, but yes on steam folder. but my cs is working, and i dont need more games :D
mods can lock and move this

delete virus on your pc
C:\Windows\System32 got same problem and fixed it
