Since I'm back,lets suggest. :D
1:For the last 2 surviving terrorists.
Give the last two surviving terrorists to either choose between listening to what the warden commands them to do or to play a last man standing type of game(knife battle or spray contest,etc type of game) with the other terrorist to decide who survives last and will face CTs to determine which of the two teams wins the round.
2:An Age Limit
For wardens.I hate it when 10 year olds with a microphone become CTs and do annoying commands or act immaturely.Keep an age limit.For example: 15 or older can become CTs. One more idea is also to make good English speaking skills compulsory for wardens so people can vividly understand the commands.

First suggestion is alright, we can give it a try why not,
but the second is kinda obvious. If a 10 year olds goes ct with his squeaky voice and isn't able to control 2 terrorists he'll be put back to terrorist team or even if he's just a shit commander since no one likes last reaction days. And about english, well that's quite obvious you need to know english, and I've never had a problem with understanding cts so far.

1). thats good idea , but i think mostly last 2 guys almost all the time gets these kinds of commands like spray contest or weapon toss or race/.kz etc etc
2). yp you are right, some of them are young and their commanding skills are very poor but i dont think putting age limit is a good idea, if you have a problem with someone's commanding, you can either contact a skipper or you can report. I did warn 2 or 3 guards today for just doing days like 1st and last reaction and they did better afterwards and if they dont they can be transferred back to the terrorist side

Second suggestion, nein. Uhh seriously +15? All kids are not that bad... and actually there is something that called "CT ban".
So, no support for that.

Good luck checking that. What will be the application process? Photocopy of their ID card to prove they're above 15?

You are back for couple days and you do a suggestion for this server. Mind you I do not take lightly when it comes down about my Server. Play longer before suggesting anything as right now these 2 suggestions are as useless as a chicken crossing the road.
Also to note, your 1st suggestion. I am going to facepalm myself here. This was always done more or less............................... Please don't make me ban you. Cuz i will. If you suggest absolute nonsense. I promise! I keep my word, my staff can confirm that ;)
And your second suggestion? Pretty much what @Rawrplus said.
