So ya since the new update your account needs to be level 3 to be able to play competitive. So why not give u guys a easy way to get it? :)
First thing u can do is ofcourse craft badges.
Easy to get badge is the CS:GO badge. It cost in euro's 30 cent to buy all the cards and to make the badge.
If u have all 5 cards just craft the badge and tada done.
Another easy way for a easy level is the community badge.

Just complete those simple task.
If u do 22 of the tasks u will get 200xp and that means automaticly Level 3.

Badges, cards and crafting badges is in steam for a while already.
Its just since the new update u need level 3 steam account to play matchmaking

It took me 2 minutes to get level 3 on both of my smurfs.

"Matchmaking now requires an in-game "rank 3" in order to play, which is similar to the concept behind ranked play in Valve's Dota 2."
Not sure if I haven't understood that well but shouldn't you need the Private rank in the game to reach level 3, and not the Steam level??

As much as I was aware todo, you dont need steam level but the new privat rank as lagger said

So fucking hard to get to Rank 3, I've tried for 2 hours and I've only just reached Rank 2 and I even bought the coin thinking it would speed the process up which it didn't, this new system is stupid as fuck and I hope they change it because it's already bad enough not being able to win more than 2 competitive games a day lol

Playing dm would make it harder i think, when you play dm, your kills are divided by 2, and that is the amount of xp you get, along with that weekly xp boost.
