Hello,
This is a tutorial on how you can improve your FPS in CSGO if you have a low-end PC without turning down your Ingame resolution or upgrading any hardware.
It works for all users , anyone with a Intel Pentium to an i7 , and AMD Anthlon to a AMD FX8350 , an Nvidia 8400GS to Nvidia GTX 780 , an AMD 5450 to a AMD R9!
All users , including Nvidia and Intel users can use this to increase FPS.
*MY PC is not the best , I can still play CSGO with a normal 60-100 fps , and if I go on optimal settings , which makes my Shaders to very high I get 120 fps some times but it drops a lot.
*So if you have a bad PC , this will increase your FPS by ALOT , but please do keep in mind that it will reduce your texture quality as well.
*The new CSGO update also ruined FPS for many people , and this should solve the problem.

High Performance!
Turn your PC into high performance mode , if you have a laptop , just right click on battery , power options and put it to high performance when in-game , but do remember that this will make your Hardware use more power to perform better so your PC WILL heat if you do not have good cooling system.
On a Desktop , you have to go to this : Control Panel\Hardware and Sound\Power Options.
(I personally always keep it on balanced , but if you're getting extremely low fps then I'd recommend going high performance while playing).
Additional Softwares!
Next step : Download a program called RadeonPro
http://www.radeonpro.info/download/ (http://www.radeonpro.info/download/)
*NOTE: Even though this software had been created for AMD users , it still works for all Nvidia and Intel GPU users , but some options like Vsync and Triple buffering don't.*
Once you have downloaded and installed RadeonPro
Launch it , and then launch CSGO , then close CSGO so it comes into your recent played , and then click on Profiles :

Once you've done that , go to Visuals and select these Options :

Once you've done that , go to the Advanced Tab , and select these options.
These options will give you a large FPS boost but will reduce game textures.
The Option "Texture LOD" , if you don't get enough FPS boost , you can make this option to +0.1- +3 , the lower the numbers the better the graphics , if you go into negative numbers you will get crisp images but low FPS , I personally play on 0 since I get enough fps with other options.
All these settings in advance will make all skins look bad and washed up , so I usually play on performance or balanced but when I'm gonna play a map which gives me lower fps and drops below 60 the I play on these settings.
Defragmentation!
This step will not only give you higher frames in games , but also increase PC performance speed , your loading speeds will increase and your startup speed will also be really fast!
The process takes a lot of time so it's recommended to leave it over night.
Launch Options!
Launch options can increase your FPS and also fix stuttering , to apply launch options you will have to go to your Steam Games Library right click on Counter Strike Global Offensive , then go to properties and click set launch options!
In launch options these are the recommended options :
-processheap -threads X -novid -nosplash -high -nod3d9ex
-Processheap will fix most stuttering and sound lag.
-Threads X : Replace the X with the number of threads you have , to find out how many threads you have , press CONTROL SHIFT ESCAPE at the same time , it will open up task manager , then go to performance and you will see CPU Usage History , the amount of windows in CPU Usage history are the amount of Threads you have. (Windows 7)
-Novid : Makes CSGO start up faster by removing launch video and valve logo.
-Nosplash : ^
-high : Puts CSGO into high priority mode , it will give you higher FPS but heat up your CPU , so I would not recommend this if you have bad cooling.
-nod3d9ex : Faster Alt tab.
Also , close all useless applications running!
Additional - When you launch the game type in the console (`or~ key) cl_forcepreload 1 , this will load all sounds and effects while loading the map , so if you get low fps when shooting , this should fix it but it will also increase loading time.
In-game settings : Optimal Video settings (reset to default).
My Personal
Shadow : High
Textures : low
Effects : low
Shaders : medium
MSAA : 2X
AA : Trillinear
Motion Blur : Off
Vsync : Off
1600x900
This is just a small little tutorial , if you have more suggestions reply to this and if you need more help then reply to this saying what your problem is!
Hopefully this will increases your FPS!

Then right click at the place it should say the recent played and press "Add" then browse to csgo.exe which should be in SteamApps folder.

Remember that shadows use alot of FPS, putting -dxlevel 80 on startup settings may optimize your fps.
-
If you're having low fps, put everything on low.
If that doesn't help, lower the resolution, nothing else would help.

Buy CPU...no magic tricks...

Thank you buddy! I apprecaite your help :)

Can someone deleted the useless replies above , this tutorial is meant to be increasing FPS without upgrading your PC.
No need for someone giving me that suggestion to upgrade CPU , next time please read what the post says :
-No Hardware Upgrades.
